The CV9040 PLatform should be equipped with a CITV for the commander. as far as this source goes every vehicle should have a citv and a targettracker.

The footage vehicle probably is a modernization of the B variant.
The Strf 9040 BILL II is the same B but with adapted equipment for usage of the top down attack of the missile using the commander sight as extra height for controlling the missile with the vehicle behind protection.
That’s just a demonstrator with a CITV mounted. The variants present in the game are the service models which doesn’t feature a CITV, but the Strf 9040B could maybe get it as a modification since it was mounted on one, much like how the T-80s get thermals even though only a few were ever given thermal imagers.
The BILL is an A model.
