Historically the tornado gr4 could carry 12 brimstone missiles, but in war thunder it can only carry 9 due to the targeting pod. However it doesn’t need the targeting pod to use and fire the brimstones, and it just cuts down on its payload. Is there a reason why or is it just gajin being gajin?
this would be true if it had its mmW seeker, but SAL guidance does require the targeting pod

Historically it could carry 18. There are examples of Tornados loading the triple racks on the wings in addition to the fuselage
But yes, for War Thunder purposes, the Litening pod is necessary.
Afaik that was only during testing, but eh we have the Hunter and Harrier with SRAAMs so it fits
