Fair. My experience with Rapier, Stormer AD (Stinger) and what little ive played of the Sky Sabre, is that it usually takes more than 1. Stormer HVM cant even hit them to begin with

Rapier is probably the larger, but its damage is whacky, it explodes and just, does nothing. 3-4 per target is my average most of the time. Unless I nail something really critical

In most of the game they have the advantage.
How so?
Some CAS, at some BRs, is very strong, but all CAS at all BRs costs the same.
For example
something like a Wyvern with 3x 1000lb ungiuded bombs is very good at its BR. But the Sea Harrier FRS1 or even the FA2 even higher, with the exact same loadout, costs the exact same amount but is actually very very weak, to the point of being near useless for CAS.
SP costs need to vary based upon BR, with unguided bombs needing to cost near nothing as you reach higher BRs, and then as you reach top tier, SAL weapons going down in cost too.
I would also treat aircraft and weapons on a far more case by case basis.
There is also 0 consideration for quantity carried. Whether you have 1 good weapon or 16, it costs the same amount, and that makes no sense to me.
base cost of aircraft should also go down, though total cost shouldnt (bar the aforementioned changes) which would promote the use of aircraft as anti-air tools and not only as anti-ground. Its stupid to me that a Tornado F3 costs around 2.5x a heli also armed with only A2A weapons. Let alone close to 10x the cost of a SAM
Id also remove all SP cost related to A2A weapons except maybe ARH.
and thats without even mentioning that what is strong or weak can change radically based upon what SPAA you could be facing. Some nations still have massive SPAA gaps and compression at higher BRs is getting rather insane for CAS vs SPAA
Gun SPAA without HE-VT doesn’t stand a chance against good air user.
There is no easy way to balance things out as You have to remember that the portion of the playerbase doesn’t play Ground battles for combined aspect of it but rather playing ground units thus creating a team unbalance that can’t be solved.
