I can not change my location in profile

I live in Serbia but for some reason my location is Russian Federation (even though I haven’t lived there for almost 3 years and had paid for WT with my international MasterCard).
Earlier I had options to pay witn my international MasterCard.
But now when I try to change my location to Serbia I have no payment options at all.
Yet prompt says that I have to make a successfull transaction to change my location. I don’t understand this Catch 22.
