This is the crosshair that appears when you radar lock an aircraft, it shows you the lead you need to get your guns on the target. So if you bring that crosshair on target and shoot you should hit him.
That could be two things.
One:
You have a radar lock on an enemy plane and that is where the bullets will land if you shoot so you should try to aim it so that that crosshair is on the enemy plane.
Two:
CCIP (Continuously Calculated Impact Point) for guns, its where on the ground the bullets will land when you shoot towards tanks.

How do I lock onto a target at very long range? People say to use SRC PD HDN to lock targets over 30 km for long-range PvP. I’ve tried it — it worked a few times, but then stopped working. Is there a limit to how long you can maintain a lock at that distance?
Oh… Radars are an entire subject of themselves, SRC PD (Search Pulse Doppler) is good in general, the HDN (Head On) means that it works even better when you and the enemy is flying towards each other, as soon as the enemy turns its going to be worse.
No, it depends on what the enemy is doing (chaff, notch, multipath, etc) and the mode your radar is in.
Radars are also different from plane to plane, two different planes can use the same mode but have different results due to having different radars.
