If you already invested your points, you can’t get them back
It pops up like once a week
Go into your squadron tab or whatever (basically where you see your squadron info) and there should be a button either below or above the members list. It’s a bit hard to spot since it’s almost camouflaged but it should say squadron vehicles or something similar. Click on that and it brings you to the screen you wanted.

I think this only appears after finishing research on one of the vehicles. Or you maybe checked to not show it again. Honestly I am not really sure.
Do you want to see the full list of squadron vehicles in the game? Or how many research points you received during the period?
