Those exact decals are not in the game as seen, they were created by the player using multiple decals put together.

I see but still I swore their was a limit to only 4 decals if my math is right thats looked more then 4

Through the in-game complaint system while either still in the match or viewing the replay where it was seen. Category: “Other” , add a short explanation on why the report is sent. :)
