kfir-c7(12.0) i tought i always will play 11.0. but no i always getting 13.0 like how???

MM forms two teams with battle ratings (br) from x to x+1.
At most 25% of the players have the highest possible br.
So the guys in 12.0 planes you saw while in 11.0 had their lucky ~25% chance. You did not.

Depends if you play tanks or planes…
In tanks it is rather simple…the best enemy (and team mate) you can get is +1BR your BEST VEHICLE in the lineup. Usually this happens around 30% of the matches…on most matches you get a 0.7 or 0.3 best enemy. Sometimes (20% or so) you have the best tanks in the match…
Odds can change depending on your BR and if playing RB this numbers change also depending on your nation…
Planes is a bit more complicated…your entire lineup is considered and there is formula where you can get opps of more than +1BR…but basic idea is the same…
