How can I complete this mission if there are no bases to capture in air mode? Should I keep joining and leaving AAB matches until I find a mode with airfields to capture?
You can’t.
I think that’s all that you can do.
It would be easier if Gaijin made the task available for SB, but sadly it’s AAB only, and could take many matches to complete it.

I hate being that guy but it clearly says on the challenge it can only be completed in AAB
