Also since you changed the text from AP to HEAT, and yet you still need to hit weakspots, have the Devs decided the penetration is just 80mm, while per different sources its 80mm at 500m and 120mm at some 1000m or so. That will make it just worse than the 7,5 cm Heat on the HO-I.

No, there is more to it.
“For Type 3 High-Explosive Anti-Tank (HEAT) shells, they were capable of penetrating armor of 120mm thickness at a range of 1000m and 80mm thickness at 500m. Approximately 9,000 rounds of Type 3 HEAT shells were produced at the Osaka Army Arsenal Hirakata Manufacturing Plant.”
This is most likely due to a combination of 1. too high velocity for the fuze, resulting in too low stand off at shorter distances and 2. rotational force too high for the liner shape, until there is a bit lower rpm at longer distance.
Which is still odd, since the velocity is just 337m/s.
Also the APHE will be quite weaker penetration wise to the 10,5 cm StuH 42 L/28
Since its 105mm 15,88 kg 442m/s, but the filler is missing, at lowest aparently its 600g. Which by the calculator is then 58,37mm/10m pen.
Imo they would just make it pen 120 or 100mm or make some funny bugs with battleship piercing powers at 2km or shell not penning anything at 2m
If the velocity so low, is the shell just a modified ‘hand grenade’ fitted inside a shell or smth

Thats the issue with APHE shells.
Without considering filler it would pen like 70mm or more but because the filler is supposedly making the shell break up it gets a penalty.
Even though the shell is far too slow and big to suffer and filler related penetration penalties in reality.
It’s a 105mm shell. 70mm of armor at 440m/s is not going to make it perform worse, just because it has a cavity.
