Looking at this, I feel Gaijin would just make a single vehicle but have the option to switch between using stingers and strelas

I wouldn’t call it a mistake, but rather a “creative decision”.
That’s an awfully appropriate term to describe some of Gaijin’s decision they’ve made on some aspects of the game.
I mean it would be the smarter thing to do instead of adding two of (basically) the same vehicle but with different set of missiles. I would be annoyed at grinding that.
It does seem like Gaijin would rather add the same vehicles with different armament rather then add armament to old vehicle.
Dynamic BRs might help with something like that.

They can, but programming the AHEAD ammo to actually airburst requires a modification that neither Germany nor Japan has made AFAIK.
Missiles would obviously impact BR, so IMO they should be different vehicles. Would also give us a “free” backup.
