In the “Team Radio Message” selection wheel, you can press the “Radio Message 7” button to gain access to a category called “voice_message_category/hidden” with “attention to the map”, “sorry for teamkill” ect.
Is this intentional?

Yes they added where you can apologize for a TK and the TKee can accept your apology and you won’t get hit with their repair costs.
Sadly, I have somehow broken my radio msg wheel thingy. All of them are " --" ??!
And yes I got socked with a repair bill when a teammate wandered into my artillery and I couldn’t apologize fast enough…
