You made a mistake, za-35 is 8.7 rn, and FYI for the magach 6m M111 is literally DM23, not a contemporary
its not good enough for 8.3, it barely has any air tracking and the range is horrid (pretty sure the drag doesn’t let rounds get further than about 2 km)
Being a rather mobile platform with good penetration and survivability, it’s a miracle these tanks have stayed under the radar. They out preform most of what they will ever see.
Low caliber cannon, which is often incapable to penetrate even same br tanks, let alone in uptier. Mobility and armor don’t justify br either.

While it is a bit better armed than the regular M14/41, the difference is not that big and its mobility makes the tank too slow to compete with other tanks of the same class, equipped with relatively low caliber cannons;

M13/40 (III) 2.0 → 1.7
Rather slow tanks with a not that good penetration, below average armor, its competitors are placed lower in br.
M13/40 (I) 1.7 → 1.3
Same as the second and the third series, but with much longer reloading time, which makes it less capable.
