Even 9.0 m247 and pgz09 can counter dumb bombs and rockets just fine.

It helps quite a lot if the IR missiles in question needs a firing solution provided by a radar, and thats why if you destroy the radar the whole vehicle is considered lost. Fly low, use the terrain and only pop above the horizon when you are in weapons parameters

so you are trying to justify the F16XL going down in BR because of its bad A2G weaponry but at the same time you dont want the same logic to be used on a different vehicle

Didnt mean bombs or rockets specifically. Just plane with that type of weaponry. Also anti air exists for shooting down both planes and munitions (not just planes). Both in wt and real life.

That is not only highly map dependent, but it also depends on the fact that enemy radar wont get as much as ping during the final approach (due to pitull range). The TVC on all aforemetnioned issues makes minimal range truly minimal so its not like with older systems where popping too close to the SAM would make it unable to effectively fire back. Some restrictions apply still but nowhere near as close as those of older SAMs.
