Nation matchups do often affect how a plane performs in a game. This isn’t just about skill as there’s only so much a single pilot can do in a furball of, say, Zeroes (US vs. Jap) when they’re the last one alive in a mediocre aircraft like a P-63A-10, for example. I think we’ve already far addressed OP’s question, so further discussion about balancing or ‘skill’ is off-topic here, especially when it strays from the context of the P-39Q-25.
