Fps droping after last update

After last update my fps is getting stuck on 40.
Dose anybody have this problem???

Specs? Settings?

Everything is the same as before the update, only the frame rate has dropped.

I have the same problem too on my RTX 4070 laptop GPU usage is 100% in the menu but in a match gpu usage is %50
