It is a feature of bug report site. Many people spend their own time/money on getting things like books/manual. So in order to respect that, anything posted in Historical files is hidded, so people cant just go onto bug report site and copy it. And also so the source is not wide spread in case it is classified.

To add to the other comment, a lot of published works (even government documents now owned by records groups) require you to NOT just openly post them anywhere you please. You are allowed to use them for citing information in a private matter, but generally you get given a licence to read it, not to just post it for others freely.
EG I cant just post the entire works of The Lord of the Rings here.
As for your game, looks like you got a downtier, so I mean, yea? Going to happen lol. Also it isnt really like that all games, I play a lot of UK 8.3 as of late and usually I am the only fox I see.

This is a privately run forum and you do not have any right of free speech here - you only have the privilege of posting as long as you follow whatever rules the forum owner specifies.
There is not now, and NEVER HAS BEEN “freedom of speech” on any private forum.
You can post what you like other than vulgarity, or sekret dokuments, so it pretty much is, but since I’m making comments against the fox, I get put to the stake for it.

Omg Fox scouting is so OP. Fox should be reclassified as a TD.
if you got a nuke, clearly must be a 11.0 tank. As of course only OP tanks get nukes.

Clearly not as OP as the XM800T in terms of scouting ability due to the height of commander sight, Fox actually exposes its turret dome when you peek over the hill with binoculars, the XM800T doesn’t as the American commander has a giraffe neck.
The height difference isn’t that much, or maybe I misunderstood something, does the XM800 has a 10 foot pole sight or something?

TBH. If it (Fox) got a Giraffe neck it would already be 9.3… Lets be a little honest. That’s why you need shrubbery to keep it alive whilst scouting.
The other rats that suffer greatly from the 
syndrome is the Wiesels even the 9.7 ones.
I have actually play like that and scout the entire map but it doesn’t really seems to increase my winning rate, my Fox has pathetic 40%ish winning rate, not sure if the marked enemies act more like a distraction to the objective than helping my team to kill them.
XM800T is a fun little vehicle with good AA ability, and stab also allows you to land accurate shots at planes who try to strafe you and you don’t even have to stop your vehicle.

I think we’re lucky that the Fox can’t swim. An amphibious light tank for the Brits at 7.7 we don’t want to give them nightmare.

A lot of fox players has poor situational awareness, I mean I constantly shows up behind them in my heavy tanks, even the Object 279 was able to out-rat them and stealth kill from behind so many times it was funny, most fox players still way too predictable and choose to go somewhere the enemy expected them to be there lol. Also the engine noise doesn’t help the situation, sometimes I just have to turn off the engine because idling is louder than Maus.
Because they were oblivious. The worst players I’ve ever seen in foxes. The 7 of them still won the game though… so how does that equate?
So you want the fox to be at the same br as vehicles with stabilized autocannons and thermals? Just leave it at 7.7 so we have a light tank to bring with our cents.

I mean, if u play 7.7 your gonna see 7.7s? Plus im more referring to 8.3 with thermals and stabs such as the bmp 2 and bradly. At 8.0 it will simply see full uptiers to 10.0 (i would know as i play a whole hell of alot of 8.0-9.0). It would be usable but whats the point of bringing it out other than to quickly get into a jet at that point, itll be good at scouting but it will do fuck all else.
Just because it could function at those brs doesnt mean it should have to every game just because you cant handle them in your heavy tank it cant pen if angled? The only problem ive had with them is when their in a squad of more than 1.
