when will it be up as well as down??

dont know but i dont think so
because we have moved away from the two dev server rule we had before
now its just one that gets updated over time which it did see the green text on the dev server change log Major Update “Dance of Dragons” — DEV Server Changelog (30.08.2024)
my guess is the update will come next week without any additional dev servers

Sometimes there maybe a 2nd Dev Server… it can depend if the Devs ran into complications and need to extend development time
But, at this point I do not think there are anything holding the Devs back from going live… we will know more during the early part of the week, so have to stay tuned to Announcements!
