Fixed high zoom optics

Are optics that are fixed at high zoom historical or just for balance reasons? For example, the french MBT’s: 10x fixed zoom both gunner and commander optics from 8.3 to 10.0. but not the amx-30 '72 and amx-30 super (??)

other victims of fixed optics: Russia (t-72 9.3-10.3) and Japan (type 74 8.3-9.3 and type 90 11.3)

A bit of both i think, It’s to a large majority historical but i think there are a few cases where game convention comes into play, one of those being 1x zoom not really existing and 2x being the standard instead. But i might be misremembering.
