How do I get to know if a fictional camo will be displayed for everyone or not?

This image show default selection for content. However many fictional camos that i use nobody sees, even my friends on squad. Futhermore, some fictional camos can be seen, like th black camo from obj 279. So whats the criteria to show or not some fitional camos??

The other person has to turn fictional camoes on. Most don’t.
