They have to read everything to make sure they do not get sued. I have some suspicion on some part of them breaking their own TOS… very sure nobody want one of their fav game disappear right?

but in the long run it’s just a fight against windmills, because people who cheat in this game are aware that they will be caught and they probably have multiple accounts
I recently met a person behaving strangely during the game, i.e. the standard strange looking at buildings, strange shots, etc. and the strangest thing is how to enter this person’s profile, account creation date: 12/09/2011, level: 30

Hmh - i reported 3 bot players in Air RB stealing player slots and altering the outcome. I even took the time to add a post in the August Fair Play thread:
All had almost identical gametags but different squadrons - and up to 12.000 (!!!) matches…
Unfortunately none of them is on the ban list.
You might understand that this is rather disappointing. Asking for help is fine, but if i see such players for months it looks like that:
- Reporting guys with bot scripts is useless
- Gaijin is unable to find a (imho extremely easy to create) technical solution to identify guys with zero manual input in their matches
So why should anybody invest his time to go to the server replay site (when the game is finished) and add a comment and report a bot script player?

Another example: In this replay (link) you see 3 (out of 7 = small lobby) guys with a bot script flying Potez 633s. My team managed to kill not a single enemy aircraft - so without me theyother team would have won the game - despite they had ~ 40% useless bot players…

Imho you lack the necessary data to come to such conclusions - meaning you have to see the provided ban list in context to the whole player base.
As gaijin is not providing data regarding the player base and you can’t answer this question:
How many players have played how many matches between this and the last Fair play report - and which ratio of those players are now banned?
…the published number of banned accounts has no real value.
It would be the same if any law enforcement unit would provide data about arrests of thieves stealing lets say motorcycles without revealing how many of these crimes were actually reported and how many bikes were registered in their area of responsibility.

In my opinion cheaters in online games should not only punished with a game ban, but also with a real life fine, like 5000 USD

Welp I did none of this. Free GE website is a old trick to trick players.
Only possible way for someone to log into your account if they know your password, because you shared it somehow. If you have TFA with phone number its impossible for anyone to change your password.
