This is 100% correct. F-16I is supposed to have higher thrust than F-15I.
F-15I’s intake ducting is designed to move air from up to mach 2.8 down to <1.
F-16’s intake ducting is designed to move air from up to mach 2.2 down to <1, thus it is shorter and has less channel loss.
F-15s should always have lower thrust than F-16s when using the same engine.
