Some yea. The F-4J one I’d need to recheck cuz I don’t talk to the guys that had it, but I do know some who still got for example the F104ASA sparrow and gun mix.

If you open the loadout menu, even without selecting the loadout proper, it pops up a window stating that they are invalid sadly.
No funni large loadout.

From my experience, the F-5 is superior to the F-100 as a dogfighter, as its energy retention, roll rate, and overall turning performance are noticeably better.
Also, concerning the topic at hand, I am not entirely opposed to the F-5C keeping its countermeasures, but they should be removable through the secondary weapon loadouts. Because I’d like to make historically inspired screenshots of the plane, and the countermeasure pods are a glaring inaccuracy.
It’d be nice to have equippable wingtip fuel tanks for the same purpose. Also, to my knowledge, the F-5C (and F-5A USA?) could formerly carry AIM-9Bs OR AIM-9Es, but now only the ability to carry 9Es remains.
Maybe better as modifcation, like a repair kit on tanks
There’s already a Flares/Chaff modification in rank 1 of every aircraft that has countermeasures, which allows the aircraft to use chaff along with flares instead of just flares. A separate modification for obtaining the flare/chaff pods in the first place would, in my opinion, be difficult to fit in, and it would mean that the stock plane would have no countermeasures whatsoever (this would apply to the event US F-5A). Perhaps this would work thanks to the low BR of the F-5A/C, but I think it would be easier to just introduce 2 new slots to the secondary loadouts which would be exclusively for the countermeasure pods. This would also be easier to implement, as there are already aircraft in-game with attachable countermeasure pods (such as the MiG-23Ms).
Make removing as modification, then
I still don’t think it would be worth making removing the countermeasures, something no one will want to do in playing the game normally, and make it a whole new modification that one would need to research in order to spade the plane and get the RP bonus. It would be smoother to simply put it in the secondary loadouts IMO.

All one would need to do is go into every loadout they’ve made and add the countermeasure pods to the two special slots made for it. Surely that would just take a couple of minutes to do for each plane, depending on number of custom loadouts.
You are partially right, the USAF F-5s never used the AN/ALE-40 chaff/flare dispensers,but many international users did. For example the Dutch NF-5 Freedom Fighters. Take a look.
Can you pls show the evidence? If it is true the F-5C has no flares i agree it does need to be removed
F-4E has photos without flares.
Thus remove the F-4E’s flares by the same rules.

And there are plenty of other photos showing it with flares.
You will not find a single photo of an F-5C with flare dispensers. Why? Because the F-5C was retired from service before the ALE-40 flare dispenser even existed!
