Both pulling similar sustained degree per second, and max turns.
T-2 loses all speed immediately

If you pull too hard. If you pull identically to an F-5C it loses no speed.

Which means a flareless F-5C would have to allways avoid a launch angle against a fighter with a lot of nose authority should it decide to use it.
So what, F-1 itself doesn’t have flares either

its the exact same as F-1, just 2 less missiles
F-5C’s over-BR’d currently and people are arguing about its flares.
Its FM could get fully fixed to where it dogfights worse than a Mig-21SMT.
Its engines could get fixed [G91Y shares the same engines].
Then it’d be a worse T-2 with flares.

Therefore, if the F-1 was 10.3 with 4x 9Ps and the F-5C was 10.3 with 2x 9Es, the F-5C has much better flight performance. It only stayed at 10.3 because it was already garbage.
F-5C also have flares.
T-2 is comparable in flight performance, and it gets 2 vastly superior missiles and it has no flares.
That a flareless F-5C goes to 9.7 to match the BR of the T-2 is a very reasonable assumption
