As The Cover page of the actual document (1F-4C-3-2-1), doesn’t have a notice at all.
They saw manual being posted and probably overreacted thinking it’s a leak lol.

@tripod2008 Do you think this is worth bug reporting? Basically you would get 30 large caliber pops and 60 small caliber pops because they would dispense individually instead of having 15 pops of large caliber flares and 30 pops of small caliber countermeasures.
Not quite yet, I’d wait until after the F-4’s Countermeasure count is “corrected”; which hinges on if it is specified if MJU-7/B(1x2x8") or M206(1x1x8") flares are being used.

Which could be further impacted if it can be found if the ALE-40(V) refitted to the F-4E as it would permit the modular fitting of the larger caliber Countermeasure magazines MJU-11 (30, M206 1x1" units per Dispenser) , -12 (15, MJU-7 1x2" units) and ,-17 (6, MJU-10 2x2x8" units) as needed.
Even though said excerpt does directly mention the option of fitting either a 2 by 2 Flare / Chaff or 4x Chaff dispenser setups.
And the fact that the RR-170 is of the M206 family form factor (1x1"), where the MJU-7/B is 1x2" and so obviously require different countermeasure magazines, pointing to the fact that they are in fact already modular, so effectively both the M206 Flare, and MJU-11 or MJU-17 and equivalent MJU-10(seems no MJU-10 form factor chaff cartridge exists) are “drop in” replacements.
Which should cover the Standard and Larger Caliber options as well, even if there isn’t really an intermediate size between Standard and Large (or “Extra” Large, in the case of the MJU-10, as the combustion products weighs at least a kilogram) to make the MJU-7 form factor actually useful, since flares are abstracted into sizes and so would have no advantage over the smaller M206, for the Halved magazine capacity.

MJU-7/B is “small”, my ass. The M206 is modeled as standard for whatever reason, also no mass cutoffs are otherwise provided.
It doesnt change how many countermeasures you take, it changes the function for which they are deployed.
In my opinion, F-4E DMAS place under F-4E (BR 11.7 or 12.0) to late rank VII
