Why is the flanker faster at sea level and at altitude compared to the f-15? Should it not be the other way around? The top speed in the stat card of the f15 is also wrong, it won’t reach it at that altitude

Top speed at ±100m altitude on test drive, both are clean and with all modifications.
F-15 - 1462 km/h
Su-27 - 1537 km/h
On top of that the flanker accelerates faster than the f-15 after Mach 1, and from the standstill on the runway as the engines build thrust faster. The F-15 only accelerates faster till Mach 1 after the engines build some thrust after takeoff.
