There is no distinction between “same BR” and “downtier”.
Here is how it works.
When playing 6.0, you can be in four different lobbies:
5.0 - 6.0 (full downtier)
5.3 - 6.3 (technically an uptier but you’ll meet many vehicles of lower BR as well).
5.7 - 6.7 (obviously an uptier).
6.0 - 7.0 (full uptier).
Since only one lobby in four is a full downtier, of course you will see it rarely.
One more matchmaker rule comes into play here. Max 4 people per team can be at the lobby’s top BR. If you’re playing in a full uptier, there are max 4 7.0 players on your team and same on the enemy team.
4 players out of 16 = 25%. This means that you will be in a full downtier only 25% of the time, all else being equal. So when you say that:
You are actually describing an intended and perfectly logical distribution.
Now, this distribution is further modified by the relative distribution of player population. 6.7 and 7.0 are very popular BRs for two major nations, the USA and Germany. Therefore 6.0 gets sucked into them very often.
However, the flip side of the max 4 players rule is that even in a full uptier, most of the enemy team will not be 7.0! You will be perfectly competitive against most of the opposition you will find.
These have all been rather general considerations so far. Now I’m going to add a few more targeted ones.
First: in this area of the game, I prefer uptiers to downtiers. When you are downtiered, your vehicles are the best available to your team, so you have a lot of responsibility to win the match. Additionally, when playing Germany a downtier means you get terrible inexperienced team mates that will hang back and refuse to push. So you have to do all the work yourself. In an uptier this is less likely to happen.
Second: Germany 6.0 is a banger lineup that has all the tools you need to trivialise the challenges posed by uptiers. The M109 will allow you to bonk any heavy tank. You can uptier the Waffenträger to use the long 88, which will kill literally any target you are likely to find on the battlefield. If you buy it, you have the Ju 288 with an amazing payload. And even the staples of the lineup, the Tiger E and the whole alphabet of Panthers, can get you through the uptier just fine.
