Considering pirate is only like 50 kg I don’t think they need a counter weight

weight with fuel at 0.1% to get the weight including pilot oil and so on

Its less the fact of (need) it, but more to be more realistic, as Germany could anytime say they want the PIRATE and mount them, so if you are Training its would make sense for an replacement weight to get as close as possible to the total weight in war times

Rafale is closer to the f-16, and eurofighter closer to the f-15 in terms of overall size

Fun fact - you can just about see the Gripen in the picture too if you zoom in x100.

(Joking - but in the metal it is surprising how tiny the Saab is.)

AFAIK, it’s also made of lighter composites overall. Although the M variant, being identical in size to the C, is also a ton heavier (with modified structure for naval operations), meeting the EFT and Rafale C weight right in the middle

The Eurofighter should have the capability to carry a centerline fuel tank and the LDP in the same configuration.
