its not a bug, when it came on the devs server it was 180 of pen at 10M and they lowered it on purpose

Penetration values are calculated using the velocity of the round, it’s dimensions and density. For reporting issues of this kind Gaijin has some requirements of the sources:

If you have proof of it being wrong then report it.
Someone used the source you linked to try to change the weight but the weight listed on the website is the dart plus the sabot. Community Bug Reporting System
You have to keep in mind that the pen is often calculated with 60° angled plate in mind
more than 140mm corresponds to a 70mm thick angled plate at 1500m, and the round can achieve that in game.
If anything, the APFSDS is quite well modeled when compared to available public documentation
excuse me but let me doubt that 78mm of pen at 1500m and 60° in wt mean 140mm that is told in technical doc

As far as i can see you haven’t added anything in the report that shows what is wrong with the ammunition in game compared to real life ( Community Bug Reporting System ). You have to include numbers and charts that shows that the numbers in game are wrong.
You can’t for example just say “penetration is wrong” and then not show any penetration numbers that contradicts the in game values.
That 140mm is LOS not relative like in WT, if you were to convert it to how it’s marketed it has like 156mm of pen at 1500m 60°, so it’s performing better than specified.

So ingame, the 78mm of pen at 60° (vertical) is 156mm of pen LOS once converted
what is LOS exactly?
Line of sight
NATO often test their ammunition at 60 degree angle. If you look at the in-game 60 degree at 1500m and convert that to amount of armor the dart has gone through it’s 78/Cos(60)=156mm
