No this gun can only do very little movement it still has to be moved by another vehicle.
So not a SPG by any sense of the word.
Have you ever heard of the Mouse? its slooooow, This thing can reach similar speeds.
It is literarily a self propelled gun.
its a gun, it can move on its own engine power, it has a crew member. So its definitely a SPG by the textbook definition. its a gun that moves on its own.

the maus is different it propels it’s self and has armor. An spg needs armor of some degree and actually to get to the battle field it needs to be towed so no not self propelled.
no the text book say it moves continuous by itself with no help to get to the firing position this gun need help to get to the firing position but then can move very little just to help it acquire targets better.
