Does the weapon reloading skill affect restocking the first stage ammunition?

I am wondering if leveling up the weapon reloading skill increases the speed at which first stage ammunition and autoloaders themselves are reloaded.

Saw that topic only today. Iโ€™ve bought expert crew and compared time before and now. ะกhi-Ri II basic crew refilling first round ammunition rack about 16.7 seconds and with expert crew about 15.7 seconds.
