The A-4s also were there to do ground striking as well, mainly during Vietnam.
They can at very least carry and release LGBs, It’s just that since they can’t self-designate(I don’t know if Naval F-4s ever employed handheld designators from the backseat, like USAF WSOs did early on, before Pave Light), some ordnance is omitted from War Thunder’s implementation since offboard Laser designation sources have yet to be implemented.
