Yes, it does. Depending on aircraft & fuel tank placement (example studied - P-51D - notoriously unstable when its rear fuel tank was full IRL), it can make an otherwise docile and joyful plane to fly an exercise in frustration as its nose wobbles and refuses to stay put.
