You cannot use it on aircraft. You cannot use it on vessel.
You can use it on ground vehicles only.
That’s why it require to use ground vehicle to unlock.

What will hinder you if the player receives a decorator and cannot use it? This is just a cosmetic decoration and does not provide any obvious benefits.
Maybe the player is not interested in tanks, but he thinks a particular decorator is cool and wants to get it for collection, why prohibit this by forcing him to play in a certain mode?
The same can be said about any other events. In other games, like WOW, you can get an in-game item that the current character basically cannot equip due to class restrictions. And nothing, this is not a problem for gameplay, but there are no unnecessary problems for collectors.
