Im unsure if theyve been made unobtainmable or anything else, but for me, they 1 dont shot up in the decals list and 2 it seems to only affect me and not those i play with.
please help

Pretty much experienced the same problem. I eventually gave up and accepted it after ages of no progress :(
I know this thread is likely old and that you probably already know the answer but the digit decals were made unavailable for accounts created following the 2022 Russian Invasion of Ukraine due to people using them to make unsavory (for lack of a better term) symbols on vehicles.
Yeah i was pretty disappointed when i found that out. But that didn’t even stop such behaviours.
Its pretty much guaranteed to see at least one a day.
I thought of pleading with support to see if they might add it to my account, but i havnt tried yet
