I believe it’s based on when you recieved the coupon. So if you finished the grind earlier, you can sell it earlier.

People will buy the last star when it’s available, That way they can be the first on the market. Same with the battlepass vehicles. Some buy the levels so they also can put the vehicles on the market first.
Coupons have a fixed timer before they are tradeable
But this timer starts from the moment you upgrade your coupon to tradeable state, not from the moment the last star becomes active
So if you complete your upgrade before the start of the last star(or the star that gives you a coupon) and instantly complete this star(vie GE for example) - you will be able to be one of the first to sell it
