Constant shader crashing since last update

Any time i load in a new vehicle. the game freezes for upwards of 8-20 seconds. to reset all of the shaders. the map goes black, and in the most recent instance, the game full on crashes.

I just updated my graphics card and operating system and it hasnt fixed the problem.
