The BR where they would be effective, you would be more worried about GBUs and AGMs.
Yeah because SPAA needs more aggravation and less reason to bother than it already has.
They would be more vulnerable to guided munitions than a cluster bomb.

not really, because dropping a 1,000lb bomb or a cluster bomb would require both to be in range of the spaa. so the only added threat to spaa’s is guided munitions since they can be shot outside of its range. The lower level TOW missiles that are on helicopters have to be inside the spaa’s range to be able to hit anything, plus there is no guide lock you have to maintain the marker.
all fine in top tier but not so good at 6 BR and below.
It does also depends on your definition of cluster bombs or the type of cluster bomb the op means.
Some are little more than mines dropped such as the WW2 German Butterfly bomb.Some are anti tank and immediate.I see also now the op starts with Air and the talk gets taken to GRB mid way through.
Germany also has the first guided bomb in the game and it doesnt cause any issues. The first cluster bombs were more anti personnel than anti armor. so they may track tanks and kill open top armor ( like napalm bombs ) but not do much more to armored targets.
I can see the higher BR ( like 10.0 and above ) getting more anti tank cluster bombs. These wouldnt guarantee kill like a normal bomb, but could take out light and do sever damage to MBT’s and have a possibility of getting an MBT kill. I think it would work more like a suppression weapon to give ground targets time to move up or pull back while the enemy repairs.
I see no reason why CBs could not be added, maybe limited at first, only on some planes and maybe not allowing full loadouts. I doubt they would be as devestating as some imagine, since HEAT can be rather lacluster, and these will be imprecise, tiny bombs. If they are actually way more powerful than standard bombs or rockets, the spawn cost can go up. Some planes can take many hundreds of quite powerful rockets but those have not killed the game.
Never said they wouldn’t perform well. Only was stating that Cluster Munitions would not be overpowered as one of the folks above believed/feared.
Only time Clusters would be effective would depend on how many hit your vehicle and even then this may also depend on if they go off. Since there is the chance that Gaijin added it for the Cluster bombs to just not work. However, given there’s a ton of em one or 5 isn’t significant when you consider how many there are.
I do see it in a selfish light.My tank hitting an invisible mine dropped by a plane or another tank would be zero fun. As for ARB ,fine ,I don’t play it enough to lay down the law.
If WT go down the reality path then it would limited in era and some nations would not have them at all.

I believe cluster bombs were typically used against vehicles and hard targets, which to be honest makes them pretty cool for something like sim EC or air RB.
Really my problem with cluster bombs, and the reason I think they haven’t introduced them, is how to model the submunitions. If they model each one individually, (which they probably wouldn’t, this is just an example) you’re looking at somewhere between a few hundred and a few thousand submunitions per bomb. The game already struggles with computing a lot of fire, for example, last time I tried bombing my friend in a Baltimore, (a few years back, may have changed since) when his 60 something AA guns opened up on me it caused my game to lag.
If they can solve/sufficiently deal with that, I’d say yeah add them. But if not, it might detract from the smoothness of the game and, while effective, be a hassle to actually use.
hmmm cbu-97 and -105 would definitely not be overpowered…
I disagree. F-15 for example can carry more than 10 CBU-100 units with each having 247 HEAT bomblets.

When you factor in all the inexperienced pilots. They would disagree. Those players already drop their bombs in revenge bombing. If you experienced you’re practically dropping 2 Handgrenades per person. Beside that if you even miss the position of these bombs your pretty much gonna speed running how fast you can become broke.
There is an interview with Gaijin’s CEO and it specifically asks him about cluster bombs.His take was that they are made as anti infantry so it was a no but he also felt the same way about napalm.
