How can I report a cheater properly so that they’re seen and dealt with? Because I’ve just come across a player on the opposing team who’s 100% using cheats, and I don’t want him to get away with it.

First; don’t name and shame, it’s against the rules (even if they have indeed broken the rules), it’s risks starting witch hunts and innocent players getting harassed.
Secondly; i always recommend watching the server replay from their perspective, very often suspicious behaviour isn’t suspicious at all but just looked like it on your end due to de-sync/lag/net code issues. Sometimes it’s also just a player not knowing about a specific mechanic.
If you still think they are using forbidden modif…
