It tells you what you have to do. Make the payment using Turkish bank card and your location will stay the same regardless of ip of your logins.

yes because i live in Turkey since we have our own local pricing i would like to see it on liras but idk if any moderator should change that Im using VPN to connect discord since its banned here i dont know why the location changed to USA
Because of the VPN use, like you say. Disable it before logging in to store so you have a proper Turkish ip-address, and then you will see the option to update your location by making the purchase with Turkish bank card.
