No it wouldn’t. 15 JDAMs would do nothing in a ground match, and do the same as 15 dumb bombs in an air match.
Except for;
- The ability to be deployable from outside Pantsir range (basic JDAMs are rated for 24km+), Pantsir goes out to 18km.
- Fire and Forget.
- Have much improved precision and be able to strike though obscurants (clouds) especially if the release aircraft has acess to MTI A2G radar modes
The precision and guidance would be key, allowing the launching aircraft to release them from much further away and be certain of the fact that they will hit the target.
15x Mk 84s would be enough for ~5x bombing targets, per aircraft so would semi-reliably get you (let alone a dedicated squad) most of the way to a return of the old bomber centric matches of old where a handful number could end matches in short order if not immediately intercepted.

GBUs already deploy outside Pantsir range.
Pantsir is only rated to 13km against jet targets.
JDAMs are not fire and forget against tanks.
No they don’t, especially if you don’t make any sort of defensive maneuvers, or aren’t that high. This would put them well outside the threat range of the Pantsir, the same way the Kh-38ML outdoes the XM975.
That’s not what Fire and Forget means, it’s that it employs precision guidance, it will hit a point in space it say nothing about post-release updates, or the ability to track a target, yes tanks are not within the baseline JDAM’s target set, but its still almost ~550 kg of TNTe(18 meter explosion radius) so direct hits aren’t required, and its not as if the L-JDAM and P-JDAM don’t exist, that further improve in that area specifically.
