That is not the thing to be opening. First, you need to add the localization line to config.blk and turn on the localization setting. Here’s a whole guide I wrote on doing this:
Go to the “Activating localization mods” section.
Once you have done that and reloaded the game, a lang folder should appear in the folder you are currently looking in. That lang folder is the folder you will need to open.
You need to also go into game options and make sure this is enabled.

I realize I’m in session options, but I don’t know how to get to game options. I’m sorry, I know I’m a noob.

That’s weird. Sorry, I don’t know what to do. I’d recommend verifying files.
The way to fix this is instead of clicking the resources redo the warthunder thing again, so on the the war thunder icon rightclick on it and then put package contents that will then bring you to where he is
