Building a vehicle line-up for top-tier ground battles

Greetings, forum users!
I’m a relatively new player to War Thunder and am currently enjoying battles at Rank V of the USSR tech tree.

I’ve been planning my line-ups to ensure that my vehicles are as close to the same Battle Rating as possible. However, going down to Rank VII-VIII I’m noticing major jumps in BR where creating a balanced line-up would take far longer than it would at earlier ranks. This becomes more apparent with minor nations which may have limited top-tier options or when combined with aircraft.

Thus, my main questions are the following:

  1. Can a vehicle of 2-3 BRs lower than 12.7 be effective in top-tier battles?
    Specifically: Vextra 105 (10.0), Khrizantema-S (9.7), M1128 (10.3), Type 16 (9.7).

  2. Will not bringing an aircraft/helicopter higher than 12.7 affect my chances of going up against other 12.7+ aircraft, or is it a non-factor?

Any answers will be greatly appreciated, as well as any other tips you may have related to building effective line-ups in top-tier!

Those light tank can still do pretty well as late game back ups or scout for your team. They all got decent thermal and the gun is still usable if u aim for weakspots. Khrizantema is eh tho, very map dependent and there is a risk that someone gonna use OF26 to overpressure u. I myself use the Type 16 along side Type 10/TKX up until JP tt get the Oplot.
