No, the 18E isn’t actually too weaker than the F15C GE in terms of performance if you play it correctly; the issue lies in gameplay. With the F15, you can fly faster and higher (though far inferior to all other same AR BR aircraft), but it still allows for more play style options, even if they aren’t very effective.

The C-7 is copy paste to C-5 as far as I know.
Ingame it’s a straight up rename, you can see that very well now with the ammunition displays, “aim120c7” has aim120c5 written on it

Well, the only two aircraft that are fast enough for early barrages under your interpretation are F-15E and Typhoon.
Cause after those two, it’s F-15C/JM, Su-30SM2, J-11B, Su-27SM, and a couple others that are about as fast as each other in acceleration.
Under-BRing more American aircraft isn’t the answer.
There are inferior aircraft at 14.0 that would have to go to 13.7, but they can’t go to 13.7 because there are inferior aircraft that would have to go to 13.3, but they can’t go to 13.3 because there are inferior aircraft that would have to go to 13.0, and this continues until you’re at BR 1.0.
F-15C GE is currently an average 14.3. Average isn’t bad.

Yes, The F-15E and Typhoon are the only two aircraft capable of early barrages with acceptable effectiveness.
But other aircraft have other options; they can operate at medium to low altitudes. The Su-30SM2, J-11B, and Su-27SM all have weapons and FM that are effective for medium to close-range combat, while the F-15C/JM does not.
The F15C GE is not suitable for long-range combat; its weapon and FM are not well-suited for battles at medium to low altitudes and distances.
How do you define “average”? While in a full lobby 14.3 f15GE match, you always have to play like you’re being up-tiered in your own BR.
People might not take it seriously when the F15GE is considered “playable,” but that’s only for now. When versions 14.7 and 15.3 are released, it will become “unplayable.”
