First up, I’ve looked through the blueprints and they are labelled as blueprints of “L’Opiniâtre” or “ZF2”, which was one of the incomplete hulls captured and attempted to be completed by the Germans. Therefore, I don’t know how much they may deviate from the French-built Le Hardi-class ships.
Anyway, the blueprints are pretty easy to find on invenio, and I haven’t had any problem downloading them. Is your region blocked from accessing the Bundesarchiv or something? Actually, the blueprint you posted (RM 25/8698) is too big to post on the forums. I might try to downscale it sometime later. Here are two other blueprints of the L’Opiniâtre/ZF2 from the collection:
