You say the multipurpose Otomatic should loose its APDSFS while 2S38 (also multipurpose SPAAG) still can have its APCBC and APDSFS? That´s not fair at all and reeks biased to me.
That´s no reason to adjust the Battle rating to its proper value.

However these are the classifications I use:
Light tank: A tracked vehicle with modest armor and an anti-tank weapon.
Auto-light: A tracked vehicle with modest armor and a medium-caliber fast-firing weapon as its primary weapon.
IFV: A vehicle with non-crew passenger capability with low-caliber weapons.
Auto-light was needed to talk about VCC-80/60, HSTVL, Strf 9040, and Begleitpanzer; avoiding comparing them to TAM or M3A3 when that’s not apt comparisons.
2S38 came and fit the definition perfectly.
So M1A2 SEP1 should be 13.0 because it’s more multi-role than 2A7V… according to your post.

Kostya slight correction BMD-4M can only be a 9.7 to 10.0 br vehicle if it gets mini-sabot rounds. From 15mm to maybe 20mm of armor will not help you out at 11,7 br. BTR-90 is more of a 7.7 br bracket vehicle with slightly better armor than BTR-82A. Otherwise the Terminator will be a fine addition, its the one vehicle I am looking forward too.
I think we should do a bug report on the BTR-82A I do believe aversion of it has thermals?
However, there are other nations that require Ifvs more than the Soviets, that is in first place Israel. Israelis only have one Namer vehicle at top tier. US also kinda lacks ifvs, it has the ccvls and XM-8 but those are light tanks not ifvs.
I will keep the Bagel where it is , just remove the trolly penetration and low damage factor and it will be fine. That is the problem I have with it, you fire at it and a lot of the times you only get one crew member removed or set it on fire and it keeps on shooting at you. If that is removed then let it stay at 9.3 br.
I think hstvl and 2s38 should be at the same br. The trolly stuff should be removed by gajjin. There is no way that it can sustain a 3bm42 shot to the turret but it keeps on shooting at you. Those so called moments should be limited and ideally removed.
In reality hstvl has only signigicantly better gun depression and since its a 75mm gun, it can fire higher penetration kenetic rounds. Otherwise, removing trolliness and bringing it down to compensate the M1 at 10.7 will be great.
Just look at this picture, this thing cant sustain sabot hits and keep on firing.
Once your commander is dead HSTV-L is a better vehicle than 2S38 from hull down positions. There’s no way to hit ammo from turret shots so your only option will be to use HE, meanwhile darts can detonate ammo feed in 2S38’s turret.
You forgot to mention that it has significantly better mobility.
Turret shots should result in way more damage than what is given in game, once pened in the turret section in real life there is no way you are operating the hstvl unless it undergoes factory repairs. If you pen it by machinegun or auto cannon you can still operate it unless critical components have not been hit.
You don’t actually need to hit the ammo to render it completely inoperable, which means that turret hits to a vehicle like the hstvl with crew inside it will be catastrophic. The hstvl like you mentioned is great in mobility and fantastic in ambushing however it does not have much armor. If the vehicle looses the so called bounces it gets in game then I believe it should go down in br. It will nicely complement the M1. We will then get great battles between the hstvl and the 2s38.
2s38 is definitely not a 11.0br vehicle, although some of its characteristics make it possible to operate at higher br.
