Hello, when you are in binocular mode, you can see around you at 360° with your cannon pointing at the last position where you left it.
When you spot an enemy, you click on the left mouse button and the small circle, which represents the end of your cannon, aligns with the cross in the middle of your binoculars.

When in binocular view you must PRESS the Left mouse button until the small circle aligns with the cross.

If you are in s SPG with limited or no turret rotation it is possible that the circle will not appear. You must turn your vehicle in that case.
