Let’s say it’s a failed HEAT because it was poorly made. It was designed like HEAT but worked like HESH (approximately).
Oh, wasn’t that the EP-round? It had a base fuse instead of a nose one. The EPS is the one with the nose fuze that they got with help from the Germans, no? I might getting things mixed up.

Yes exactly, it was the EP round that was designed as a HEAT round but didn’t work as HEAT but as HESH instead, correct? And the EPS (HEAT) worked as it was supposed to, right?
You originally said the EPS so I was a bit confused.
EP was projected as HEAT but worked as HESH, EPS projected as HEAT and worked as HEAT.
