1 You can already sort of do that, If you research the ch38ml first before the targetting pod you are allowed to use 6 of them, but after you reasearch the pod you are no longer allowed to, this is stupid and makes no sense, they have their own targeting sight
2 you could use it as purely GPS guided weapon

This is a much broader issue that I think needs looking at, which would be the ability to run any SAL+GNSS weapon in pure GNSS modes without a tpod. There are a number of times where I wish I could just run pure GNSS bombs without a Tpod on various aircraft, such as the Tonka and Typhoon.
Id simply change the required nature of a Tpod, where it auto-equips one, to a pop-up warning that said something like
“Warning: You dont have a targeting pod with a laser, it will be impossible to use the laser function on these weapons without it equipped”

they probably will not allow this until su-35 which has an inbuilt laser system built into its irst for guiding laser munitions
