They hug the deck because of fox 3s, and to a lesser extent fox 1s, and at the tiers where the F-14A is it’s either one of the few jets with Fox 3s, or outclassed by planes with better ones. Giving it 9Ls would likely see it bumped up to 13.0 and while that would make it ever so slightly better you’ll get pulled up into Strike Eagle and EFT territory where it doesn’t have any chance to be fun.

Now I do agree with the B model receiving the 9M since it’s already at 13.0 and the Phoenix just doesn’t work as a real potent option.
